Floodplain Management & Transportation System Resiliency Study and Action Plan

The Boulder County Transportation and Floodplain Program is working to make our community more resilient by identifying, evaluating, and implementing actions to reduce risk to structures in the floodplain and to the multimodal transportation system, which includes buses, bicyclists, and pedestrians. The Boulder County Transportation Department’s Floodplain Management and Transportation System Resiliency Study and Action Plan will help make Boulder County more resilient by identifying, synthesizing, and providing an implementation plan for actions that are as impactful as possible at minimizing risk, reducing damage, and enhancing existing rules, regulations, and programs in a cost effective and efficient manner. This project will determine the benefits and costs of specific actions and develop recommendations on how the Boulder County Transportation Department can increase resiliency by:

Community Conversations

Boulder County is convening its second Community Conversation with local residents. The meeting will involve an exhibit-style presentation of key study findings. Staff will be available to facilitate informal conversations about the pros/cons actions within the context of the study.

Goals & Objectives

Goals and objectives serve as the foundation for all project analysis and final recommendations. Final recommendations will be a direct reflection of what it means for the county’s transportation network to be resilient. At the root of evaluations of resiliency actions and methods is the degree to which the benefits of the possible solution further study goals, measured against the “costs” (including financial, public acceptance, level of effort, etc.) of implementing and using the proposed action.

Study Recommendations

The recommendations for resiliency actions and the implementation approach may contain recommendations for changes to the Boulder County Comprehensive Plan, Land Use Code floodplain regulations, Multimodal Transportation Standards, Storm Drainage Criteria Manual, Transportation Master Plan, or other existing plans, codes, and standards.
